Physical and chemical properties — upcoming changes
A new update (Revision 6) of guidance document SANCO/10473/2003 for generating evaluation data on the physical, chemical and technical properties of PPPs under Regulation (EC) No 1107/2009 will apply from 20 July 2026.
Main changes:
- Tests related to physical hazards must now follow the methods referenced in the CLP Regulation (Manual of Tests and Criteria, UN RTDG ST/SG/AC.10/11). The former methods EC A.17/A.21 (oxidising properties), EC A.9 (flash point), EC A.10/A.11/A.12 (flammability), and EC A.15/A.16 (self-heating) are no longer usable.
- References to CIPAC methods no longer require ongoing revision.
- Three cases are now distinguished in storage stability studies for determining the content of relevant impurities.
- Persistent foam testing is required both before and after storage (already common practice).
- New methods are proposed for determining relative density and corrosive properties.
- Recommended methods for precautions, emergency measures in case of accidents, and procedures for destruction or decontamination of PPPs and their containers are highlighted.
- For containers larger than 20 L containing nonhomogeneous or complex formulations, Member States should set label requirements regarding rehomogenisation.
It is advisable to consider these changes when designing new studies on the physical and chemical properties of PPPs, even before July 2026.
