The HSE has announced that the 2023 EFSA guidance for bird and mammal risk assessment is now adopted in Great Britain.
✅ Available for voluntary use from 17 August 2026
✅ Mandatory for relevant GB active substance and PPP applications submitted from 17 February 2027
While aligning GB more closely with the EU framework, HSE has introduced several practical GB-specific clarifications covering :
- Benchmark Dose (BMD) use
- Time Weighted Average (TWA) calculations
- Secondary poisoning and drinking water exposure
- Higher-tier field studies
- Assessment of relevant metabolites
Now is the time for applicants and consultants to familiarise themselves with the new requirements and understand the implications for future submissions. Evidence from the EU (where the guidance is already in force) indicates risk assessments will become more complex and challenging to perform, requiring higher tier refinements in order to demonstrate safe use.
